I suggest you see a paper I wrote for the Design Management Institute entitled "Should Government Promote Design? A Design Initiative for Economic Growth" in 1993. The article was featured in Vol.4, No. 3 Design and National Policy. It can be obtained from the Design Management Institute-dmistaff@dmi.org. or 617-338-6380. Reprint #9343HAN22, It was also presented at the annual education conference of the Industrial Designers Society of America at Georgia Tech.
